About the Program

Act | East is a five-year initiative funded by USAID, focusing on the control and elimination of five targeted NTDs: lymphatic filariasis, onchocerciasis, schistosomiasis, soil-transmitted helminths, and trachoma. The program supports Mozambique's national NTD strategy through technical and financial assistance.

Job Purpose

The Program Officer will provide programmatic support to partners, Provincial Health Directorates, and districts, ensuring effective planning, implementation, and monitoring of Act | East program activities. This includes offering technical assistance, ensuring high-quality deliverables, and supporting the Ministry of Health with essential submissions like the Joint Application Package (JAP) to the WHO.


Key Responsibilities

Program Support

  • Coordinate, supervise, and monitor field activities based on the Act | East annual work plan.
  • Provide technical assistance to the National NTDs Program, ensuring timely drug and logistics requests.
  • Organize Disease Specific Assessments (DSAs) for lymphatic filariasis, trachoma, and survey failure investigations.
  • Assist in annual program meetings and Technical Working Group sessions.
  • Collaborate with provincial and district NTD focal points for MDA planning and implementation.

Monitoring and Evaluation (M&E)

  • Strengthen the NTDs Department database system, providing tools and templates.
  • Review provincial and district-level deliverables for accuracy.
  • Support protocol development for disease-specific surveys (e.g., EMS, TAS, Precision Mapping).
  • Participate in reviewing monthly narrative updates for USAID.

Capacity Building and Documentation

  • Facilitate technical training for NTD personnel at various levels.
  • Assist in the development of the Lymphatic Filariasis Dossier elimination narrative and templates.
  • Proactively identify risks and propose mitigation strategies for program activities.

Qualifications

Educational Background

  • Bachelor’s degree in Public Health, Health Sciences, or related field from a recognized institution.

Experience

  • Minimum of 3 years in technical roles for donor-funded health programs, with a preference for NTD-related projects.
  • Demonstrated experience in program planning, implementation, and monitoring.

Skills

  • Proficient in both English and Portuguese (written and oral).
  • Strong knowledge of NTD interventions in health facility and community settings.
  • Excellent computer skills (MS Word, Excel, PowerPoint).
  • Experience in Health System Strengthening, strategic planning, and NTD personnel supervision.

Other Requirements

  • Willingness to travel regularly for field visits.
  • Strong organizational and analytical skills.
